Consent, Notice, And Truthfulness

Direct submissions, public contact, tips, and forms should explain purpose, retention, and access where practical. Deception, impersonation, harassment, and coercive influence do not fit the 2IA model.

Evidence Care

When material may become evidence, preserve source, date, handling history, access limits, and integrity checks. This is a high-level governance principle, not forensic instruction.

Rights With Responsibilities

Exercising rights does not require harassment, impersonation, intrusion, threats, or deception. The civil-libertarian standard is stronger: use lawful tools openly, preserve evidence carefully, and leave people with less unnecessary exposure than you found.

Community Oversight Beats Secret Power

Civil society, journalists, researchers, lawyers, technologists, and ordinary residents all have a role in checking public power. Oversight should be distributed enough that no single institution grades its own homework.

No Impersonation, No Coercion

Truthfulness is a safeguard. 2IA rejects false personation, manipulative pressure, coercive influence, and deceptive collection because they corrode the very liberty the project defends.

Lawful Intelligence Is Governance

The lawful-intelligence reports point to purpose limitation, minimization, consent or notice, sensitivity labels, access control, retention, deletion, and oversight. 2IA turns that into public governance language, not a collection playbook.

Minimization Is Freedom Practice

Collect less, publish less private detail, retain less, and expose fewer bystanders. That is not timidity. It is how rights-forward intelligence refuses to make ordinary people pay for public accountability with unnecessary exposure.
